How segwit helps a blockchain?
I know how it is and how it works(mostly) but what does it does to help? What makes it better than having the witness inside the block? How is it going to affect fees and transaction time?

It allows more Tx to fit inside the existing block, effectively 1.7x the blocksize. It also makes it easier for the lightning network to work on top of bitcoin. As a side-effect it removes the ability to write conditional contracts or use ASIC boost.
