Augur REPs will be re-distributed if you don't do what you're supposed to. But I thought that if you have ETH tokens in your wallet, no one (not even the token creators/contract owners) can take them from you. What the fuck?

This article is hilariously out of date. Reporters no longer need to report to keep their REP, you just won't collect reporting fees.
If you are actually curious ask on the Slack. They're working on new documentation and materials to describe the new system but they're also heads down on converting to Solidity and working on the new IDEO UX rework.
