Some employees need micro management because they don't understand how tasks are supposed to be completed or think that their non-standard way of doing things is better. The last thing most managers want to do is micro manage -- it's exhausting.
It's been my experience that time and time again it causes more rework for themselves or other team members. They are often the ones that think they're being bullied by management.
Management consists of two big principles: manage the process and the deliverable that your team is responsible for and develop your team so they can do more complex tasks and be more productive. Making sure employees are happy isn't a requirement of management.
