So, many people are withdrawing their BTC and putting them into a hard wallet.

Most exchanges probably do not hold a 1:1 ratio of coins to users.

As such, my hypothesis is, as people withdraw, exchanges will have to buy coins to maintain liquidity which should result in prices going up.

Thoughts?

This ain't the mix ratio with the physical dollar & digital dollar real banks use (money run to banks would kill banks). Every digital coin on the exchange was deposited by the users, unless exchange was secretly hacked (downfall of cryptsy exchange), they'll have the coins. Either all in a hot wallet or mixed with cold storage. exchanges (reputable ones) don't create coins out of thin air or use the users coins for themselves in trades (mintpal speculations from years ago).
