I will not disclose location information because I can be very easily found.
I own an apartment and an apartment block under construction in a new developing city, but cannot afford to finish the construction for the apartment block.
Do I sell the apartment and finish construction or just sell the block and call it a failure?
How good of an investment is an apartment block in a new city that nobody currently lives in?

Sell futures on the leases, hype it up. Get people to deposit their first month's rent now to shore up finances and give them "pick" of their apartment. If it isn't enough, leverage it at the bank to get more financing.
