of course you need government permission to serve food, drive, etc. there's no way people would wash their hands or drive safely if the government didn't make them.

You're gonna have to jump through a lot of hoops and your gains won't be anywhere near that of opening a normal restaurant (if run well, and not a money-laundering restaurant that inevitably gets you fucked). You're really trading potential profits in the industry for the freedom to park outside baseball games and on music festival grounds.
