I'm thinking about meeting with small business owners that have shitty websites, asking them to allow me to design a better website. I'll watermark it, send it to them and tell them if they like it, I will sell it to them for between $200-$400 depending on amount of work. Is this a good idea or bad idea?

Literally don't unless your whole business model is to outsource to Pajeet at slave wages. People will ask you how much a project will cost only to be surprised that you quoted them an amount literally 100x higher than what Ranjeesh will do it for.
