You don't pay them instantly the moment that you withdraw it. You are expected to report the gains when you do this years taxes (next year). It will come out of whatever refund you are supposed to get, and if it's more than the refund you'll have time to pay it off.
You do not have to report that small of an amount. Just like when you go to a casino, you dont have to report anything under 2k. You are talking pennies to the irs with this nonsense
