Because in the eyes of exchanges & sites like Coinbase, VPNs are frequently used by hackers, people trying to fake their identity, etc. It looks like you're hiding something. Best if you use your real IP.
Also, if you're using Coinbase, be careful with IP changes, I got locked out of my account once and had to wait like 2 weeks to get it back because I logged in from a different IP

If you get a VPN with a residential IP, you should be fine. They cost quite a bit more though

Of course you can, but it gets a little more complicated than that. You have to wash your cookies, etc. Safest way is to use a different user account within Windows. Still, that may not be enough
