What can a collection agency actually do?

I owe $500 to the province of BC (Canada) and it was like 6 years ago and I had no clue I even owed the money.

I basically told them to fuck off and they said they're going to "further proceedings" and I'm a little scared.

absolutely nothing. i let about $7000 worth of bills go to collections and nothing has happened. most of them even stopped calling.
