I own an extremely good domain for blogging. I'm thinking about starting some kind of simple blogging platform where I'll let people have their own subdomains on my website. Like this:

I don't own "blog.me" but I use it as an example to illustrate my point.
The plan is to get this going, and then view advertisements on everyones' blogs.
I believe it's a fairly decent idea, but where do I start? I have practically no web dev skills. Do I just bring my idea to some developer and pay them to realize my idea?

This would be a geat idea in the year 2007. But even then it would require some technical knowledge on your part in order to work.
Blogs are no longer a thing (compared to their status in the late 2000s / early 2010s), there are lots of established hosted platforms available, and everyone can have an attractive first-level domain for next to nothing.

Essentially this is a commodity market. You don't enter a commodity market if you don't know what the fuck you are doing. You'd need massive scale to make any sort of profit.
