granted it does look manipulated, but by looking at the charts it appears that this coin is due for a sharp increase in very short order.

It doesn't. It's pure signalling.

It's likely not a genuine buywall which would support the price by basically providing a stable floor. It's probably propped up by a bot and used only as signalling to manipulate the market, inspiring confidence in buyers so the coin pumps until the whale decides it's enough to dump. If the price naturally got close to the wall, I would almost bet money that the bot would the buy order about 1 ms before the first transaction. Basically the wall would vanish into thin air as soon as it would start to have a real effect.
