It's actually a smart idea because it implies the business is doing well. Same thing as a NEET getting a haircut for a job. They may not be actually hiring, but saying you are hiring implies to people that you are growing whether or not it's true and you'll keep HR busy and maybe net someone competent in the process.
I wouldn't be surprised if most of those signs were simply taped to the window and forgotten about entirely.
