I feel like people don't open attachments. If the billing is right there the person will be more likely to open it and act on it.

PDF attachment 100 out of 100 times. Jesus fuck, do you hate your clients? Can't easily file an e-mail for book keeping and it's honestly super unprofessional. Heck, it probably depends on your tax laws whether it's even allowed (in my country digital invoices are only tax deductible if they're digitally signed).
Only consider putting it into the body if it's just for preliminary information/confirmation and you'll send in a proper invoice at a later time anyway.
