Businesses are dynamic systems that sometimes have regulatory static conditions placed upon them. Orders and sales vary from year to year and taxes are applied throughout the entire supply chain at different rates. Large purchases or shifts in business model can lead to lower profits which would push tax down.
>>
Also, sometimes firms overpay one year and underpay the following year. Deferred tax assets/liabilities

Where are you getting those rates? If you're figuring them out by dividing taxes paid by net income then you have to remember losses provided companies with a tax debit/shield reducing taxes payable on company wide income. (i.e on of your subsidiaries made loss, you can claim that against income from another segment reducing overall tax paid)

Other than that, different regulations over the years results in a more dynamic tax rate. There is a reason tax is its own component in the CPA program. It's balls deep and complicated.

Multiple factors:
>Changes in where profits were booked (due to things like transfer pricing or just changes in profits in foreign countries)
>Changes in amounts of depreciation and debt (both are tax shields)
>Changes in inventory accounting systems
>etc.

In the case of Microsoft, just read their 10-K. It will have a section in the footnotes telling you how they accounted for taxes.
