I've been scammed on paypal when buying digital goods.

I disputed this transaction by saying that the seller did not deliver the item but I found out paypal buyer protection doesnt apply do digital goods.

Did I fuck up? Was I supposed to report it as an unauthorized transaction? Is it too late to do it now?

Welcome to the """free market""". If you read the fine print, Paypal has no liability whatsoever what buyers and sellers do. They only provide the platform for transactions and thats it. All disputes are to be resolved between buyers and sellers, not Paypal.
