The most basic use for 'quick' money;
Buy online goods, deliver to empty house, pickup goods and resell on ebay.

I feel like there's not much money in this type of identity theft. The people I've really seen run away with it are not people who steal card info but people who take random bits of personal info until they can open up lines of credit in their victim's name. Most people won't know for a good month or two at least when this happens. With card info they will likely find out as soon as they notice transactions being made. They'll cancel the card and leave you high and dry.

Monitoring by card companies relies more on use frequency and location rathan than amount.
There are obvious tells when cards are used abnormally or in two locations at once which flag suspicious use and they lock it down.

Credit card fraud is up significantly in recent years due to POS malware and other smaller reasons.
It's literally costing billions a year in losses. There's a lot you can do with it too, using insider trading for example.
