In modern understanding, yes.
However, the house shouldn't have the advantage in a game like poker, for instance.
My concern would be back-end software that these pakistani, and otherwise foreign, and shady companies create for the online services.
Additionally, I would have concerns about capital gains--particularly if we're dealing with larger amounts of money.

If it's easily cheated, if it's regulated big league, if it's still relevant, etc.
I want to know if there's still a way to be a cowboy in the United States.
It seems like everyone is afraid of their own shadow, and forced into wage slave jobs.

Games of chance are always a losing proposition. I hesitate to call them scam, because there is no deception. The terms of the games are public and anyone with elementary school understanding of math can see there is a negative expected value. They are exactly what they're advertised as: Moneysinks and diversions. It's a "scam" in the sense that it's a tax on stupid, desperate or addicted people who are not capable of seeing the true nation while it is open to see.

The bigger the skill component of a game is, the bigger the chance of it not being a complete rip-off. But if you can help it, never play against the house, only against other players.

Which leaves you pretty much with poker.

I've never really considered it, but what would the advantage of the house siding with one player be? How do they earn more money through manipulating the cards? Tens of thousands of users play poker at thousands of tables - you think they honestly put a plant on each? And it wouldn't be super fucking obvious? People who win a lot become known very quickly. There's no chance this would work out longterm and with the first manipulation discovered that poker site would instantly lose *all* its customers. That's not a sustainable business model.

What *is* happening though, is very strong players sharing informations. Every hand they ever play (which is a lot considering their hours and multi-table plays) goes into a database. From this they build player profiles. So if you ever play against them, they have basically your complete history available, including your quirks, tells, strategies, risk profile, etc. Making a break in the online big leagues may make it seem like a scam at times, but it's all fair. Unless several players at the table collude to rip you off (which sadly also happens from time to time).
