Do you have a few million backed up by investors for marketing? It will typically cost you $1.75-2.00 per app install. You won't make shit from ads though. Your best bet is creating an addictive app with in app purchases and then getting investors to market it. This is why there's so many Clash Royale/Mobile Strike clones. It generates millions of revenue.
