I have an idea with an outline and a basic sketch-up for a social media platform, but have no programming skills. Any advice?

Could try putting it up on Freelancer or some other coder-for-hire site. The off-shore ones that get coders from India and Eastern Europe are pretty inexpensive.

2. Get some investors together
3. Marketing through already existing social media platforms is good, but try to sell yourself partially as a solution to the problems people already face with Facebook, Instagram, Twitter, etc.
4. Focus your pitch
5. Get a graphic designer for the logo
6. Use the app or website or whatever.
Lean how to program
I learned how to /3/ on pluralsight. They can teach you any software for 30 a month...but it has a 2 day free trial if you want to try and jew your way through it in that time.

Seriously, I don't want to be a wet blanket but ideas for social media platforms are a dime a dozen... unless you're has a specific niche with a surefire revenue stream it is not worth your time and effort developing it.
You need to have a customer insight that no one else has, and you need to know a way of executing it that is difficult if not impossible to replicate for reasons beyond the networking effect.
