There will be a small portion of goods production - for example, making widgets for cars or making food for supermarkets.
There will be a large amount of "service industry". Hair dressers, supermarkets, doctors surgery, accountants, lawyers, education etc
There will be a similarly large government bureaucracy.

For one, agriculture. I don't see farmland in big cities but townies still need to eat.
Some power generation and maintenance because you can't have that dirtying up your skyline.
Think of pretty much anything you need to survive that isn't being produced somewhere you can see.

Natural resources and food production is a big one that doesn't really exist in big cities.
Then there is tourism which depending on what type of small city, is often a net positive due to smaller population density. Also higher ratio of pleasure:business which means spending money without extracting as much money via selling and deal making.
