Yes, host your own site on something like ipage.com if you don't want to contract someone to make a basic html page for whatever you need. Or learn html yourself and mess with some open source template, it'd probably take like 5 hours and make administration much easier.

Then you didn't download the software to the server you are hosting on.
Unless you own a dedicated sever of your own, then you will have to pay for it.
It's normally in the ballpark of $5/month on most basic hosting services.
I recommend Vultr.
iPage, Host Gator, Blue Host, ect. are all "meh" tier
