I am currently a college studetn who got an offer as a programmer for a nice sum. I'm receiving a singning bonus of $2k, but it will not disburse until 90 days after I start. How do I go about negotiating this signing bonus to actually be when I sign? Can I just ask? I have competing offers but this one is clearly the best.

I wouldn't be surprised if accepting the bonus means you have to commit to a year or something.

You don't because "signing" bonus is a misnomer. It is conditional compensation, contingent on you beginning employment there on the agreed upon date. You can't remunerate someone who is not an employee. You are not an employee; you merely have an offer to be one. You have not performed any services nor do you have an obligation to do so until your start date. It's all in your offer letter.
Additionally, nothing is stopping you from reneging on the offer and going to another employer. Signed offers are not binding. They can rescind it any time they want.

That's not a signing bonus, that's deferred compensation
