I really need help here. I am not receiving my paycheck two days late and my employer and bank have no idea why. I have rent due tomorrow and I'll for sure be evicted if I can't pay it because we're already late after my roommate just left one day. I have no credit history from my parents telling me not to get loans or credit cards because they ruined their credit. I keep getting turned down for payday loans. What other options do I have?

Well for one... Never live paycheck to paycheck, unless you have no choice. And if you have no choice you need to work damn harder to find a better paying job or live a cheaper life.

But your past that now. Just go by a few pay day loan shops. Go to a pawn shop and sell something. Ask a friend for money. Ask your boss for money.

1. Find out from your boss who writes your check (if physical) or deposits it (if electronic). It's probably a payment processing company like ADP or Ceridian or the like. Call them.
2. If the check is physical ask them about the mailing status of your paycheck. It has likely been lost or delayed in the mail because lolsnailmail. See if you can get them to void the check and make a direct deposit to your account (you may need to work with your bank, be prepared to phone jockey for several hours to get this coordinated and have all your paperwork ready because they are going to need it).
3. Be super nice to everyone you talk to because most of the time there is no legal obligation for them to help you. For example: Do not get angry and threaten to sue them if you lose your apartment or whatever.
4. If the above doesn't work out as family and friends for a short term loan or pawn some stuff.
5. If you can't scrounge up the money that way go to your landlord and calmly explain the situation to them. Offer to get them in contact with your boss to verify the situation and that you will definitely be getting a paycheck soon. You can also offer any money you have saved up or acquired in step 4 as a partial payment and token of good faith. Also outline what steps you will be taking to make sure this doesn't happen again (see below).
6. If your landlord is unwilling to relent, prepare to move out. Find a storage unit you can store your things in and begin moving immediately. You can sleep in your car until things are sorted out.

To prevent this from happening again do the following:
A. Start saving. You should have savings that can deal with this. NEVER live paycheck to paycheck if humanly possible. It doesn't matter if you can't afford to live in your current space or drive your current car or have your current phone. Savings come first, and if you can't afford basic necessities AFTER saving you need to downsize your living. You should attempt to keep between 6-12 months of income in liquid savings depending on your job security. Don't stop saving after you achieve that, just start saving towards other goals (investments, houses, retirement, etc).
B. If your paycheck isn't set up for automatic deposit already, do this if at all possible. The postal service is not going to do anything but lose your mail. Cut them out entirely.
C. Get a budget. Not that shitty budget you have where you set aside just enough money to cover your rent (if you get your paychecks on time). Get a budget that allows you to save as suggested in A and controls your expenses on all things so you don't eat your savings accidentally. This isn't saying that you need to become an ascetic and never splurge on things you want, but figure splurging INTO your budget. Figure out just how much free money you want to have every month and stick to that.
D. In conjunction with A, once you have a stable body of cash that can pay one month of bills or more, you should set up your bills for automatic payment. If you have B done then money will flow in and out without you ever having to worry about missing payments. If you are budgeting like in C the money will only grow to satisfy A.

Everything works harmoniously together to form a cycle of success. Money isn't just a way you keep a roof over your head and food in your mouth, it's a tool. If you use it properly your life will actually get easier and more enjoyable, regardless of your income.

I understand it completely.

I'm black and I grew up in a poor family (my father's side of my family was well off. Not rich, but not hurting, either. They all had houses). I learned the value of money from both them and generally just being good at math. Your income - your expenses = savings left over. It's why I use to save a whole lot of money whenever I got allowance, and was able to do things like rent games or purchase them freely, and it always left my mom confused everytime. Unfortunately, whenever she or the other poor people around us got money, they went and spent it all. Going to the mall, going out to eat, it made me sad because if they had managed their money better, me and the others wouldnt have to suffer no electricity or food for days.

I'm 27 now, and I currently have a start up programming business which I started with the money I earned from being a web developer. I actually wish I didn't go to college and run a debt because I really didn't need college in the end. But, that's me not being educated enough. That's my fault. Anyway, my mom still has spending problems and I keep trying to tell her to stop spending her money the way she does, but she never listens.

In college, a lot of minorities who get their college money instantly spurge it on expensive shit, or they have their parents take advantage of their kid suddenly having more money as them and then spend it without thinking about the kid's books or living fees.

This is a very big issue and is also the cause of why there's so many poor people in this country. Is it an education problem or is it a low will problem? I don't know.

Combination of culture and education, in that order. Welfare when used correctly is a safety net - most people shouldn't need it, but if things go wrong then it's there to soften your fall. Problem is that in some cases it actually discourages independence and fosters what educators call "learned helplessness", I.e. the knowledge that mother/teacher/the state will come rushing to their aid the moment they call for help.

Budgeting isn't hard. It's the most basic arithmetic you can imagine. If you're ordering from the dollar menu and you have two dollars, how many items can you get? It's literally that simple. Schools shouldn't *have* to teach money skills as every kid knows how to add, how to subtract, and they also know what money is and what it can do. However when there's no real incentive to stick to a budget and build savings, people won't - and instead they frequently become very skilled at playing the system instead. People can make a living from welfare, after all, so it's no surprise some become professionals.

Some of it is cultural too. No offense intended to yourself, but blacks have enough victim-complex and little enough shame that they'll take all the welfare they're entitled to and then riot for more. Same goes for gypsies and some rednecks. You wouldn't see Chinese immigrants acting like that, even if they were poor; they've got too much pride.

Unless..... you've been a dick tenant and they are looking for ways to get rid of you. i.e. you throw loud parties, your place is a mess, you are a pain the ass or are habitually late by more than a month on the rent.

If you aren't a dick of a tenant, you'd be surprised how much a landlord will bend the rules to have you stay since it is easier than finding other non-dick tenants.

If you are a dick tenant - get the fuck out of the apartment, start-over somewhere new, and don't be a dick tenant anymore. Also - move someplace cheaper.

Pretty much all culture. It's not really a black or white thing or a rich or poor thing. It's just what kind of habits parents teach their kids. Sometimes kids don't pick up the culture of their parents (the good or the bad), but the vast majority of the time, they do. It's hard to describe culture as a matter of education or willpower. I think it's more like your instincts, the behaviors you're trained to default to without thinking about it too critically.

Source: I've done a bunch of volunteering to teach financial basics to inner city and low income kids and their teachers. You see a lot of people who can do the math and figure out at a rational level that saving is beneficial but then they turn right around and go back to spendthriftiness. Sometimes people start taking a really critical look at things and they resolve to change their habits, and that's where education is the most effective, but it's difficult because you essentially need to reach them on two fronts: One is the educational (saving is good because of reasons x, y, and z) and the "willpower" angle (you have to change your mind's default choices, saving needs to be instinctual).
