So let's say I come up with a tech idea that has potential. I can program fine by myself, but one person would be too little to make this viable.
Where can I find people to reliably recruit? People who have genuine interest in the industry, i'd pay of course.
Anyone ever dealt with something like this? Does it ever work out? I want to get started right away.

Yes, I don't blame you for the skepticism but i'm very confident as long as a certain big tech company doesn't push for a release in the next 1.5 years.

What kind of skills do these people need? I mean come on, you have to atleast give us a vague idea.
Post job listings on job aggregator websites. You'll have a plethora of resumes to read and filter through and even get to interview for the best candidate.
It's how most business find people to work for them.
You can also look around for tech/entrepreneur meetups in your city. You can start at meetup.com.
