I am currently developing a discussion board. Trying to figure out how to get an initial userbase.

I rewrite some articles about a topic (let's say Pokemon Go), post them on my website and spam links through some Facebook groups. People actually go to my site, but leave no comments. So the discussion doesn't even start.

Any tips on how to make people respond?

Post comments yourself. Make it look like other people wrote them.

Articles that are hold controversial viewpoints usually guarantee replies.

But I guess my advice depends on what you deem a discussion board. If it's a forum, they're generally very difficult to grow from the ground up.

If it is indeed a forum, i've some some forum owners scrape other forums for topics + comments + users and basically make their forum look active by scraping another forums content.

This is true for any website, 4chan, Reddit, facebook, 1% of the users make 99% of the posts. You need 100 people to go to your site to get 1 comment. Just keep bringing in people and wait for 1% of them to start posting.
