Depends on where you live man, I used to do that and downloaded about 100gb per month with out any problems. If you're only using the computer to browse 4chan, stream movies and play online games it's more than enough. If you need to download something big just run the torrents over night and it should be fine.

There might also be people selling services to hack your neighbors wifi.
