Samsung knew a third replacement Note 7 caught fire on Tuesday and said nothing

It sent a man to the hospital with smoke inhalation injuries

Another replacement Samsung Galaxy Note 7 has caught fire, bringing the total to three this week alone. This one was owned by Michael Klering of Nicholasville, Kentucky. He told WKYT that he woke up at 4AM to find his bedroom filled with smoke and his phone on fire. Later in the day, he went to the hospital with acute bronchitis caused by smoke inhalation.

"The phone is supposed to be the replacement, so you would have thought it would be safe," Klering told WKYT, saying that he had owned the replacement phone for a little more than a week. "It wasn’t plugged in. It wasn’t anything, it was just sitting there."

The most disturbing part of this is that Klering’s phone caught fire on Tuesday and Samsung knew about it and didn’t say anything. And actually, it gets worse than that.

Samsung asked Klering if they could take possession of the phone and he said no, though the company did pay to have it X-rayed — but the damning evidence comes in the form of a text message that Klering inadvertently received from a Samsung representative:

Samsung top loader washing machines have sparked 95 known fires across Australia, 19 of which have occurred in the last year, despite more than 165,000 units being recalled more than two years ago.

Fire investigator Michael Forbes told Daily Mail Australia that in 2015, seven fires had been caused by the machines in NSW alone, the most recent of which occurred on Wednesday.

Despite issuing three recalls, less than half of the sold machines have been returned for the recommended service, and even then, the machines are just as dangerous.

'The problem now is even in the machines that have been fixed, we are still seeing fires in those machines,' Mr Forbes said.

A U.S. hedge fund has proposed a radical corporate shake-up of Samsung Electronics and also suggested listing its shares on the Nasdaq.
Shares in the Korean tech titan rose sharply on the news.

Korean tech giant Samsung Electronics said on Thursday it's carefully considering proposals by U.S. hedge fund Elliott Management.
The activist fund has urged Samsung to split... into an operations side and a holding company... to increase transparency for shareholders.
Elliot also wants Samsung to list the operating company on the Nasdaq stock exchange and pay a special dividend of 27 billion U.S. dollars.
Elliott made the proposal in a letter sent to Samsung's board.
Samsung said in its response... it believes in constructive and open dialogue with investors with a view to maximizing shareholder value.
Elliot owns just 0-point-62 percent of Samsung.
But the hedge fund's motion could have an outsized impact, as more than half of the company's stock is held by foreign investors.
Spurred by Elliott's proposal... Samsung shares jumped to a record high Thursday on the local stock market... closing at nearly 1-point-7 million won, or about 1-thousand-5-hundred-twenty U.S. dollars.
This is not the first time Elliott's raised issues with the Korean IT giant.
Last year, it attempted to disrupt Samsung Group's efforts to merge Samsung C&T with apparel-maker Cheil Industries.
Analysts say Elliot's latest move could open the way for Samsung's founding Lee family to not only embrace change... but cement its grip as it negotiates the succession from patriarch Lee Keun-hee to the next generation.

Smartphone Recall
The detailed proposal comes at a critical time for the South Korean electronics conglomerate. The company has been operating without longtime Chairman Lee Kun-Hee, who has been hospitalized, while also trying to navigate the aftermath of the disastrous launch of its latest Galaxy Note smartphones, which had to be recalled after batteries were bursting into flames.

Samsung also banned emails between testers, the NYT says, making it harder for engineers to communicate their theories or findings with each other about where the problems lay. The company reportedly feared legal action if written communications were to fall into the wrong hands, and told employees to keep their messages to each other offline. Samsung's corporate culture could also have contributed to the problem, and its delayed discovery — the NYT sources two former Samsung employees who say the company was "militaristic," with orders coming from seniors who may not understand the technology actually used in the company's products.

The effects of the Note 7 withdrawal have already hit Samsung's finances: the company today slashed its third-quarter profit forecast by a third after originally indicating it wouldn't have too big an impact on its takings. I found it hard to believe that an official Verizon store in a busy mall would not have any s7 edges in stock. And that the salesman seemed to have no concern about be using the note for a few more days until the s7 arrives. And that he almost was encouraging me to keep my note 7.

Global consulting company McKinsey’s local unit in Korea is likely to conclude that Daewoo Shipbuilding & Marine Engineering (DSME) is the least likely to survive among the big three shipbuilders here in its final review of the country’s shipbuilding industry.

The government plans to soon announce a set of restructuring measures aimed at improving the shipbuilding industry’s competitiveness based on McKinsey’s ongoing review, but the U.S.-based consulting company has yet to submit a final report due to opposition from DSME.

The shipbuilder said in a press release, Wednesday, that the McKinsey review was nonsense.

“We made a thorough review of McKinsey’s ongoing report, which was found to be based on completely false assumptions about DSME’s situation,” it said.

“It does not include the big three shipbuilders’ future strategies and self-rescue efforts. We made our position clear with the Korea Offshore & Shipbuilding Association that the report is unacceptable.”

The McKinsey review is to be based on the big three’s sales and operating profit over the last four years, claiming in its final draft that DSME won’t survive due to a total of 3.3 trillion won ($2.9 billion) in mature debts by 2020.

“Due to the global downturn in the shipbuilding industry, it’s inevitable that Korea’s three shipbuilders will face harsh losses. Of them, DSME has the weakest financial structure and without a responsible management group is least likely to survive by 2020,” the review said.

However, the McKinsey review is not expected to include consolidation of the three shipyards into two as previously suggested, it noted.

Instead of including consolidating the shipyards, the government is likely to advise DSME to reduce order volumes and its workforce to an optimum level.

McKinsey has closely consulted with the other two shipyards ― Hyundai Heavy Industries and Samsung Heavy Industries ― but has yet to submit a final report to the government due to DSME’s opposition.

“The McKinsy report assumes that DSME will repeat its past mistakes and have operating losses so it will continue to decline in sales performance for the next five years, completely neglecting the ongoing self-rescue efforts and future business strategies,” an official said.

“DSME won’t repeat the past mistakes in management. Korea has been the world’s largest shipbuilding country. The report overlooked the nation’s real competitiveness and potential in the shipbuilding industry. If DSME is taken over, the country will face another outflow of national wealth.”

DSME also announced a plan Wednesday to reduce its workforce to below 10,000 by the end of this year, firing an additional 2,700 employees to cut labor costs.

[THE INVESTOR] Daewoo Shipbuilding and Marine Engineering, South Korea’s second-largest shipyard, has rejected a draft assessment report by McKinsey Korea that will be a guideline to the government’s restructuring scheme for the nation's embattled shipbuilders overall.

“After thoroughly reviewing McKinsey’s draft, we expressed the view that we cannot accept the recommendations made to Korea Offshore & Shipbuilding Association as the report did not reflect Daewoo Shipbuilding’s future strategy and self-rescue plans,” DSME said in an emailed press release on Oct. 12.

The assessment, commissioned by Korea Offshore & Shipbuilding Association, reportedly said that DSME will not be able to stay afloat as it will face a liquidity shortage of 3.3 trillion won (US$2.93 billion) by 2020.

Given that DSME has the most shaky financial structure and has no parent company to provide financial aid, the company will face the biggest challenge to tide over the crisis among other domestic peers like Hyundai Heavy Industries and Samsung Heavy Industries, the consulting firm said in the report, according to local media outlets.

McKinsey Korea declined to comment on the matter.

A spokesman of DSME said HHI and Samsung Heavy -- also have raised issues over some misleading content of the analysis.

Based on the final version of the consulting report to be published by the end of this month, the South Korean government is expected to announce a revamp plan on the domestic shipbuilders and shippers which have been struggling in the wake of the 2008 financial crisis and the drop in global trade.

“McKinsey’s report is based on the assumption that the company’s performance including sales and operating margin during the past five years will be repeating in the next five years and the size of the business will continue to shrink with deteriorating market conditions,” DSME said.

Despite the DSME’s discontent, McKinsey is expected to submit the study report as early as this week to the Ministry of Trade, Industry and Energy which will unveil a set of restructuring measures aimed at improving the competitiveness of the troubled industries.

“There will be no change in the government’s plan to announce the scheme within October. Therefore, McKinsey’s consulting result should be handed in this week or next as we need time to discuss the issue with other related ministries,” an official at the Trade Ministry told The Investor.

Meanwhile, DSME said on Oct. 12 that it will speed up its restructuring process by shedding 3,000 of jobs by the end of this year, advancing its layoff schedule as its order book has been shrinking faster than expected this year and its expiry dates of corporate debt come near.

The number of South Korean households spending more than 40 percent of their monthly income paying debt is on the rise.

According to the government data revealed during the parliamentary audit this week, around one-point-342 million households in South Korea recorded an average debt service ratio(DSR) of more than 40 percent as of March 2015. It was an increase by 220-thousand households compared with three years earlier.

Combined, the households mentioned in the 2015 survey owed 234-point-five trillion won, or 212-point-nine billion U.S. dollars, worth of debt to financial institutions.

DSR is the percentage of monthly debt payments to gross disposable income. If a household’s DSR is more than 40 percent, the household is deemed to have difficulty paying off debt and likely to return home empty-handed when they visit banks to take out an additional loan.

Representative Lee Un-ju of the major opposition Minjoo Party of Korea(MPK), who disclosed the household data, pointed out those households’ ability for repayment could worsen if interest rates that are currently near historic lows begin to rise and a slow economic recovery hampers improvement in their income levels.

Household debt has long been considered a potential time bomb for the South Korean economy. According to the Bank for International Settlements(BIS), South Korea’s ratio of household debt to gross domestic product(GDP) is the third largest among major economies in the world after Norway and Australia.

To reduce debt burden on the working-class and financially vulnerable households, the government announced a measure on Monday, in which those paying debts without delay will receive state incentives in paying off debt.

Samsung is feeling the heat from its disastrous handling of the fire-prone Galaxy Note 7 smartphones. Critics are comparing the bungled response to the Note 7 crisis to Samsung's handling of a rash of washing machine fires in Australia a few years ago.

Samsung recalled 150,000 Australian washing machines in April 2013 after a series of house fires were blamed on the machines. But first it tried to get consumers to use tape and a plastic bag to solve the problem, a solution that only increased consumer outrage and was itself blamed for several more fires.

Consumers in the U.S. have also reported fires in their Samsung washers, as we reported a few weeks ago, but so far no recall has been issued. Federal safety officials, however, warned consumers that the machines could shake themselves to pieces and cause injuries or damage.

Repercussions from the Note7 debacle are rippling through all corners of Samsung's business. A report today says that an expected deal with FCA (formerly Chrysler) has been delayed while Samsung, South Korea's largest company, tries to work its way through the aftermath of the smartphone recall and subsequent market withdrawal.

FCA and Samsung had been reported to be close to a deal involving electronic components for the company's Chrysler, Jeep, Fiat, and other auto brands.

The fallout from the Galaxy fires threatens to tarnish Samsung's other consumer products, which have experienced their own problems with unexpected fires and, more significantly, with a response that is best described as business as usual.

Huge plastic smoke and horrible smell," Bill said in a ConsumerAffairs review a few days ago. Bill called Samsung and after calling three different numbers got little satisfaction.

"Samsung was not impressed their unit caught fire and really did not care. Said they would send tech in 2-3 days. ... Basically they hung up on me after I requested someone come out on Monday to remove."

Tracy of Winston-Salem, N.C., said she was boiling pasta when her microwave caught fire.

"I wasn't even using the inside of the microwave at the time. I was using the exhaust fan for I was boiling pasta on the stovetop. Flames all in the microwave, I had to use the fire extinguisher. I am so glad I was home when this happened! My model number ME18H704SFS."

A common theme in many of the microwave fire complaints submitted by ConsumerAffairs readers is the by-the-book response from Samsung's customer service representatives.

"Purchased Samsung Microwave Model Number ME18H704SFG on 07-03-2016 from HHgregg. They delivered the Microwave on Saturday 07-09-2016. Used the Microwave Saturday and Sunday. Monday morning 07-11-2016 my wife screamed 'FIRE' so I ran to the Kitchen where the Microwave door was open and a flame about 4-5 inches long was jetting out ... I got the Fire Extinguisher and put it out then unplugged it," said Joey of Sicklerville, N.J.

Joey said he called Samsung and "spoke to a lady there who gave me a transaction number and said a product specialist would call me back within 4 hours." The return call didn't happen, Joey said, but eventually a service call was scheduled for several days later. Like other owners of burned microwaves, Joey said he didn't want service, he wanted a new microwave.

"I told her I did not want them to attempt to repair this unit and give it back to me. She said the service person would not take the unit but would take photos and send to Samsung where they would determine if it could be repaired. I told her I would not let that unit back into my home. She said if you refuse the service then you will be left with a broken microwave," Joey said.

You expect a range to get hot but, ideally, the heat is confined to the oven and cooking surfaces. That's not always the case with Samsung ovens and ranges, consumers say.

"Our two year old Samsung NE58F9500SS began sending strong fumes of burning plastic upon oven preheat," said Nancy of Midlothian, Va. "Repeated email and phone contact with customer service about this fire hazard was a test of patience. Each contact told us to wait 24 more hours and we would be contacted by someone. Days passed. No oven. No stove. Wires attached to the back of the oven, melted. Plastic on the terminal block melted. This is DANGEROUS and deserves immediate attention," Nancy said. "We paid $1,533.35 for this poor workmanship and poor service."

Remi of Piscataway, N.J., wasn't as lucky as Nancy.

"I opened the broiler to place a tray inside and flames shot out of it and singed face and hair. The fire department, EMT and PSEG responded to the incident. The oven was tagged 'defective' and the gas line was shut off," Remi said. "I have been in constant communication with Samsung regarding the oven. I inquired about being compensated for food due to the 'loss of use' and was told that they do not provide compensation."

"Last week, I was advised that they would swap out the oven. I advised them that before I would commit to this resolution, I was like to know the cause of the fire. I was informed that this information could not be released to me," Remi said. "As a consumer who purchased this item, was injured by it and could have received extensive damage to my house, I believe that I should be informed of the cause and/defect of the unit."

Dinner was interrupted at Sheila's home in Albany, Ga. "Yesterday in the middle of preparing dinner, the range shot fire with a loud explosion. Samsung does not stand behind their products and you would think that a new stove that we paid $900.00 for would last longer than 2 1/2 years," she said.

We haven't seen many reports of Samsung refrigerators actually igniting, but many consumers have complained of conditions that they thought were fire hazards.

"After 4 years of owning a French door Samsung refrigerator (RF267AARS/XAA), the coils started freezing up. I called out a Samsung repair service and they discovered that the evaporator coils had melted my liner and it is not repairable. It was so badly burnt inside that I am surprised it did not catch fire," said Jerri of Dripping Springs, Texas.

"When I contacted Samsung customer service about this hazard, I was put on hold for 30 minutes and then told that they could only refund me a partial credit for the refrigerator. When I asked if there have been similar problems with other refrigerators, they could not tell me," Jerri said.

Donald of North Kingstown, R.I., found singed components in his freezer compartment.

"After removing the cover in the freezer that covers the coils I found a lot of burnt areas and cracks in the freezer compartment. Also the defrost sensor was also burnt," he said. "I replaced the sensor and also took pictures of the freezer compartment showing the burnt areas and areas where the compartment was bubbling up from heat. This frig is a fire hazard."

Not everyone is so lucky.

"Caused damage throughout house," said a consumer in Australia who asked to remain anonymous. "Had temporary accommodation for a year. Everything lost. Fire brigade recognised incident as a fridge fire. Fortunately happened when house was empty overnight. Samsung deny all liability and claim a waste bin must have caught fire in front of the fridge!"

Aurelia of Wentzville, Mo., didn't have a fire in her Samsung dishwasher but was afraid that she was about to. She said numerous repair visits failed to resolve a water leak. After the last repair, "we ran a load [and] after 40+ minutes we got the LC* warning light."

"This indicated water to electric leak, it's recommended to shut off circuit to the unit to prevent further damage or fire.," Aurelia said. After all the attempts to repair her dishwasher, she said she expects to be told she is out of warranty and on her own.

Samsung has denied the incidents are linked and has said its warranty and repair services are adequate to handle the problems. Whether that is sufficient to reassure consumers is the question the company must now face.

S. Korea wins WTO case against U.S. punitive duties on washing machines

South Korea has finally won its case against the United States' antidumping duties imposed on South Korean washing machines, the government said Thursday.

The World Trade Organization's (WTO) dispute settlement panel delivered its final report on the case to members on Wednesday, and the report maintained all key points of an earlier ruling that found the U.S. in violation of the antidumping agreement, according to officials from the Ministry of Trade, Industry and Energy.

They said the report will likely be made final when the Dispute Settlement Board (DSB) meets later in the month for a regular session, serving as a de facto final ruling on the South Korea-U.S. dispute.

The case began in 2013 when Seoul filed a complaint against Washington imposing antidumping tariffs of 9 to 13 percent on South Korea-made washing machines.

South Korea raised questions against the controversial method used by the United States to calculate antidumping duties, known as zeroing, where the U.S. sets at zero any negative difference between the domestic price of a foreign product and its U.S. import price and thus making the overall average of dumping greater.

The U.S. also imposed its punitive duties on South Korean washers based on those sold on Black Friday of 2012.

In March, a WTO panel decided the so-called zeroing method was in violation of the antidumping agreement, while it also found that targeting products sold on specific dates too violated the WTO agreement.

The DSB, acting as an appeals court, again ruled in favor of South Korea this week, ministry officials said.

SEJONG, Sept. 8 (Yonhap) -- South Korea said Thursday it has no plan to ban the use of Samsung Electronics Co.'s Galaxy Note 7 on planes following the company's global recall of the smartphones for battery problems.

The Ministry of Land, Infrastructure and Transport said that it has been reviewing whether to prevent people from carrying the devices onto planes over concerns they could pose a risk to the operation of flights.

"We have not seen the need to ban the use of the smartphones on flights," said a ministry official after a meeting with Samsung's officials. "We have no immediate plan to take action and will continue to monitor the situation."

South Korean tech giant Samsung Electronics announced the global recall of the Note 7 smartphones on Friday as some batteries caught fire while being charged.

The ministry said that it does not plan to prohibit passengers from bringing the smartphones onto or charging them during flights.

Industry tracker Gizmodo reported that the U.S. Federal Aviation Administration is considering a ban on Samsung's Note 7 smartphones on flights.

Samsung Electronics Co. ended an online campaign in Taiwan amid a local regulator’s probe into whether the company broke the law by paying for positive reviews of its products and negative comments about rivals.

Taiwan’s Fair Trade Commission is gathering information after receiving e-mails earlier this month alleging posts to online forums were suspicious, Sun Lih-Chyun, a commissioner at the regulator, said in a telephone interview yesterday. Samsung said in a statement the situation was “unfortunate” and it ceased using anonymous comments in online marketing last year.

Samsung, which has overtaken Apple Inc. and Nokia Oyj to lead the $294 billion smartphone market, last month unveiled its new Galaxy S4 handset during an event in New York’s Radio City Music Hall. Taoyuan, Taiwan-based HTC Corp., which released its flagship HTC One for sale last month, has lost market share amid competition and delays in shipments of own products.

“These are the two star products at least for the first half of this year,” said Warren Lau, an analyst at Kim Eng Securities Ltd. in Hong Kong. “So I would suspect that some sales marketing people will try their very best to market their products.”

Posts to online forums are alleged to have included criticism of rival smartphones, including those made by HTC, and praise of Samsung’s products, Sun said. HTC has been asked to provide information, while Samsung has yet to be contacted by the commission, he said.

‘Insufficient Understanding’

Samsung Electronics, which announced its online communications credo in 2011, said it remains committed to engaging in transparent and honest communications with consumers.

The Suwon, South Korea-based company’s credo prohibits criticisms of competitors and their products and it voluntarily ceased using anonymous comments last year, it said in a statement today.

The situation “occurred due to insufficient understanding of these fundamental principles” of transparent and honest communications with consumers, Samsung said yesterday.

The commissioners discussed whether the posts would breach one of the articles of fair trade regulations relating to false advertising, with penalties of as much as NT$25 million ($837,000) an incident, said the FTC’s Sun.

A more serious breach of a separate article on defamation is also being investigated and could lead to criminal charges with imprisonment of as long as two years per case, Sun said. A defamation case would first require a victim to file a formal complaint, he said.

“We are disappointed that a competitor would resort to misleading consumers to discredit our innovation,” HTC said in a statement yesterday.

Something of an isolated incident more than a widespread issue, a Samsung Galaxy S4 owner based in Abu Dhabi has claimed that her iPhone 5 and HTC One rivalling handset caught fire without warning whilst plugged in to charge overnight.

It’s only thanks to God that I woke up in the middle of the night and controlled the burning before it could cause damage to my home and family.”

Not quite a case of negligence on the owner’s part, the dangerous S4 had reportedly only been charging for a matter of hours when it combusted. “I woke up in the middle of the night to [attend to] my toddler, and it was about 2am at night. I think it was charging for about 3 hours by then,” the phone’s owner said.

While it is unclear as to the cause of the S4 started fire, Shurrub has suggested that Samsung has looked to amend the issue with the promise of free phones.

“It was agreed that they would replace [my burnt Galaxy S4] with a new phone, the flip cover that got burnt and as compensation, they will give me another brand new Samsung S4, though they don’t have a compensation policy and this is purely as an exception,” she wrote.

A proud owner of the new Samsung Galaxy S4 got the fright of her life when she woke up one fine night last month only to find her one-month-old smartphone, which she’d plugged in for charging overnight, “burning” in the middle of the night.

Sarah is what you'd call an early adopter of the new Galaxy S4 smartphone – she bought the device on May 29, 2013, within one month of the new S4 being available in the UAE. “Sadly, one month later [after she bought the Galaxy S4], the phone was found burning, while charging. It’s only thanks to God that I woke up in the middle of the night and controlled the burning before it could cause damage to my home and family,” she wrote.

“I woke up in the middle of the night to [attend to] my toddler, and it was about 2am at night. I think it was charging for about 3 hours by then,” Sarah told us, and also sent us pictures of the burnt smartphone. We have reproduced some of them for you. Swiss teenager Fanny Schlatter recently suffered second- and third-degree burns to her right thigh when her Galaxy S3 handset exploded in her pants pocket. According to Schlatter, who works as a painting apprentice, she first heard a firecracker like explosion, after which she began to smell chemicals and then her pants caught fire. She was aided by her boss and co-workers in putting out the flames and getting to a hospital, but her injuries were so severe she reported smelling like "burnt pig" and also has no feeling in her leg at the burn sight. Schlatter plans to file a criminal complaint against Samsung. Samsung has also released a statement on the matter, saying, “Once we have gotten hold of the product in question, we will conduct a thorough examination to determine the exact cause of this incident.”

An Abu Dhabi woman recently had an incident with her Galaxy S4, when it caught on fire at the USB port as she charged it overnight. Sarah Shurrab reports that she woke up in the middle of the night to find her Galaxy S4 combusting. Luckily, she was able to contain the fire before it did any significant damage. However, her trouble came when she attempted to get the phone replaced and retailers would not help her. “The [retail] agent said that Samsung never replaces any phone no matter what the fault is,” Shurrab told Emirates 24/7 in an email. The publication contacted Samsung for comment, which prompted the manufacturer to contact Shurrab. She said she and Samsung were able to resolve the issue amicably; she received a replacement Galaxy S4, as well as a new flip cover, as the cover on her old device was also slightly damaged.

A 55-year-old man in Korea reportedly suffered second-degree burns to his right thigh when his Galaxy Note exploded in his pants pocket. The man was carrying the device, which contained a spare battery, and it exploded without warning. A Samsung spokesperson explained that the explosion was caused by the devices’ lithium ion battery, which is prone to combustion “due to external pressure or sudden changes in temperature.”

Reddit user vizionx1208 reported that his Galaxy S3 combusted in the middle of the night while charging. Sharing several photos of the incident, he detailed that the explosion filled his room with smoke and also ruined his bed sheets and foam mattress. The Galaxy S3 handset itself was destroyed, while the user suffered a small burn to his thumb when it came into contact with melting plastic.

“Samsung is being sued left and right,” said R. Polk Wagner, a professor of intellectual-property law at the University of Pennsylvania Law School. “A major component of their business is smartphones, and this is becoming a very litigious area.”

Last year’s lobbying expenditure was the biggest for Samsung in a single year, according to a U.S. government database of lobbying disclosure filings dating to 1999. The previous high was $370,000 in 2008.

In a statement, Samsung said the expanded effort is “a prudent step as part of day-to-day business operations, our growing presence outside of our headquarters country, and our commitment to transparency.” The company declined to comment further on its lobbying expenditures.

The South Korean manufacturer, which makes an array of consumer electronics, including kitchen appliances and television sets, is in the middle of juggling other safety problems. Those include a recall in Australia for more than 144,000 Samsung washing machines that were prone to causing fires, and a potential recall of defective laundry units in the United States.

Over the years, Samsung has faced other safety situations that have resulted in regulators taking action. The larger incidents include a 2003 recall of 184,000 microwave ovens in the United States, and 210,000 refrigerators in South Korea in 2009. There have been other smaller recalls, including one in 2009 of about 43,000 microwave ovens in the United States because of a shock hazard and 20,000 washing machines in 2007 because of a fire risk.

Those episodes have been compounded by consumer frustration. People who have faced safety hazards with Samsung kitchen and home appliances said they frequently had to jump through hoops to get replacement products or refunds. To them, Samsung’s bungled handling of the Galaxy Note recall this week was not surprising.

Samsung should take lessons from the latest cellphone recall, fulfill its responsibility as a multinational company, and prevent similar cases from happening, an unnamed official with the Consumer Protection Bureau at the State Administration for Industry and Commerce (SAIC) said in a statement.

Samsung has filed a plan with China’s consumer quality watchdog to recall 190,984 Galaxy Note 7 smartphones sold on the Chinese mainland due to an overheating problem.

There have been 20 cases of Galaxy Note 7 phones catching fire or overheating on the mainland, the General Administration of Quality Supervision, Inspection and Quarantine said Tuesday.

The bureau has called on Samsung to strengthen internal product quality control, halt the sale of products with quality defects, refund customers who have purchased the cellphones, and avoid treating customers from different countries unfairly.

The Galaxy Note 7 made its debut in August, but Samsung announced global recall plans in early September, blaming faulty battery cells.

The former chair and CEO of Medtronic said the company would be wise to publicly apologize to its U.S.-based customers and possibly even appear before Congress to avoid severe repercussions.

On Donations, HABITAT Cites Compact, UN Defers on Samsung, Censors' Set?

UNITED NATIONS, December 9 -- How does or should the UN "partner" with big private businesses? The question arose recently when Secretary General Ban Ki-moon used a two-question stakeout about sustainable energy to praise Shell Oil and Bank of America, implicated in the 2008 predatory lending meltdown.

On Monday, Inner City Press asked Ban's spokesperson, and UN-HABITAT chief Joan Clos, about being intertwined with Samsung, Ericsson, even TomTom.

Clos replied that UN-HABITAT only partners or accepts donations or staff from corporation which are members of the UN Global Compact. But is that enough? Can companies use their contributions as a basis for advertising, even an implicit claim of endorsement by the UN?

The Samsung question is closer to home, right in the UN Headquarters. Inner City Press asked Ban's spokesperson Martin Nesirky about a donation of television screens or sets by Samsung, where the UN reports the donations it gives, and the terms. He said he would check.

Even before this interim answer was given, another one cut in from long time member of the United Nations Correspondents Association, which as Inner City Press has reported decided to accept a Samsung television screen after being assured there is no conflict of interest by none other than the UN itself.

While the question Monday was not put to the UNCA representatives in and next to their labeled "Holy Seat," the hissed reply seemed to be that UNCA is not accepting a television screen -- does that mean not accepting any free TV labeled "Samsung," or arguing that it is being lent by the UN out of a donation from Samsung?

UNCA under its 2013 and apparently 2014 president Pamela Falk sent out this explanation, provided to Inner City Press by an outraged or disgusted UNCA member:

"There was discussion about whether or not UNCA should receive a donation from Samsung and whether or not a Mission was involved. Is this going forward? And when will the UN answer the questions asked Monday at noon, including about the protests in South Korea about Samsung exposing its workers to environmental diseases?

The Lawyers for Democratic Society and a labor rights group of Samsung Electronics have written to the United Nations about occupational diseases among the company’s employees.

The organizations told a press conference in front of Samsung Group headquarters in southern Seoul on Wednesday that the move was designed to pressure Samsung and the Korean Government to take responsibility for occupational diseases and the damage they caused to victims and their families.

“The occurrence of occupational diseases and their consequences are clear violations of labor rights, and the UN must be made aware of this development,” said a spokesperson for the protesting groups.

There are numerous avenues of complaints and petitions that protesters can file with the UN, but the Korean groups chose to put their allegations in a letter.

The letter alleges Samsung has been withholding the results of tests and evaluations in suspected cases of occupational diseases.

It says Ministry of Employment and Labor have failed to stop workers being exposed to harmful chemicals and other hazardous substances, and that tougher initiatives are needed to protect workers’ rights.

A Hong Kong-based man has claimed that his Samsung Galaxy S4 phone exploded, while he was using it to play games, and burnt down his apartment, local media reported on Saturday.

According to the man, known only as Mr. Du, he was playing the game “Love Machine” on his Samsung Galaxy S4 when the phone suddenly exploded and burst into flames. Du quickly threw the phone under the couch, after which the fire spread all over the apartment, The Register reported.

Du immediately ran out of the house with his wife and pets, but not before sustaining minor injuries. The fire is also said to have burnt down the apartment and engulfed a Mercedes car, which was parked next to the building. According to media reports, it took firefighters 30 minutes to douse the fire.

This is not the first incident where a high-end smartphone has exploded and harmed its user. However, while in most previous cases the combustion was found to be caused by third-party batteries or chargers, Du claimed that his Galaxy S4 was sporting its original battery and that he was using the charger it came with.

Apple’s iPhone 5 was in the news recently due to a similar incident, which killed a woman in China's western Xinjiang region. According to reports, Ma Ailun, a 23-year-old woman, was electrocuted and died when she tried to answer a call on her iPhone 5, which was getting charged.

Air New Zealand is investigating further steps to contain burning objects on planes as concern about the danger of lithium battery-powered devices catching fire grows.

At least three United States airlines are adding new fire-suppression equipment to fleets in case a cellphone or laptop battery overheats, catches on fire and can't be extinguished.

An Air New Zealand spokeswoman said the airline carries flame resistant gloves on board its aircraft to protect a person who may be handling an object that has overheated or caught fire.

''In addition to this we are currently looking into other possible containment equipment options."

The Associated Press reports the issue has taken on new urgency following incidents of overheating Samsung Galaxy Note 7 phones, including one on a Southwest Airlines flight earlier this month.

The US Federal Aviation Administration has taken the unusual step of warning passengers not to use or charge the devices while on board and not to stow them in checked luggage.

The warnings are also given on aircraft operating in New Zealand.

The first airline to deploy fire-containment bags on its entire fleet was Alaska Airlines. The Seattle-based airline finished adding them to its 219 planes in May, a process that took two months from concept to deployment, AP reports.

The bright red bags are made of a fire-resistant material and are designed to hold electronic devices such as mobile phones and laptops that can sometimes overheat and catch fire.

The bags can be shut with Velcro and heavy-duty zippers and can withstand temperatures up to 1760C. They sell for $2350 each but airlines are likely to have negotiated a bulk discount.

Virgin America has installed fire-containment bags on all its planes, said spokeswoman Jennifer Thomas. The airline has about 60 jets.

Delta Air Lines noted yesterday on a call with investors that it too would be adding such bags.

The Atlanta-based airline has more than 900 planes, all of which will eventually get the bags, depending on production speeds and the ability to train flight attendants and pilots.

The first priority will be the 166 aircraft that cross oceans, as well as some Boeing 757s used for domestic flights, according to spokesman Morgan Durrant. Those jets will have two bags each by the end of the year.

In 2017, Delta plans to start adding the bags to its domestic fleet, including planes flown by its regional airline partners."This has been on the to-do list but has been accelerated by recent events," Durrant said.

American Airlines, JetBlue Airways, Southwest Airlines and United Airlines don't have any immediate plans for fire containment bags but all said their crews are trained on how to fight such high-energy fires. Additionally, aircraft have been fitted with fire extinguishers in the cabin as well as other fire detection and suppression systems in cargo holds for decades.

Lithium ion batteries used to power Boeing 787 Dreamliner systems also caused problems when that plane was introduced, with a small number catching fire and forcing the global fleet to be grounded. Boeing came up with a fire containment system where batteries are housed on the aircraft.

Samsung on Thursday offered financial incentives for customers in South Korea who exchange Galaxy Note 7 smartphones for other Samsung models, as it scrambles to shore up its reputation in the wake of a damaging safety crisis.

In its home market it started to offer refunds or exchanges for other products. Customers who returned their Note 7s, priced at about $880, were offered a coupon worth 30,000 won ($26.91), while those who chose an exchange for another high-end Samsung phone were promised an additional 70,000 won mobile credit.

The incentives would compensate consumers for their "big inconvenience," Samsung said in a statement.
But many analysts say the real risk to Samsung lies in the reputational damage it suffers in a cut-throat industry, which was harder to determine than financial costs.

"Potential long-term brand damage ... is a greater threat to its credit profile than the direct financial impact, which will be buffered by ample liquidity and a strong balance sheet," Fitch said.

SEOUL, Oct. 16 (Yonhap) -- Samsung Electronics Co. and the South Korean government have launched their own investigations to figure out what caused Galaxy Note 7 smartphones to catch fire after the tech giant halted its sales over recurring battery problems, industry officials said Sunday.

Samsung has been investigating components of its latest flagship phones after numerous reports of the device catching fire. The world's largest phone maker conducted a global recall last month citing faulty batteries, but it last week decided to discontinue its sales after some of its replacements running on different batteries also had overheating problems.

Separately, the state-run Korea Testing Laboratory (KTL) on Thursday began their own probe with five phones provided by Samsung Electronics that caught fire in the nation earlier this month, according to industry officials with knowledge of the matter.

KTL will not just limit its investigation into the batteries and will use latest testing technologies, including X-ray and computerized tomography, to find the exact cause of the problem, they added.

"We have handed over the phones (that caught fire) to KTL and will cooperate with their investigation, but we can't just sit and wait for its result," a Samsung Electronics official said. "We have been mobilizing all possible resources to find the exact cause of the problems as soon as possible."

Samsung is also considering testing the faulty devices collected by the U.S. consumer Product Safety Commission, which issued two rounds of recalls of the smartphones, company officials noted.

The firm cut its forecast for third-quarter profit to 5.2 trillion won (US$4.6 billion), down from the 7.8 trillion-won, reflecting the estimated loss from halting Note 7 sales. On Friday, it again issued forecast of another mid-3 trillion-won (about $3.1 billion) in lost profit in the next two quarters.

Industry watchers say finding the exact cause of the Note 7's problem is crucial for Samsung to win back consumers' trust before the firm launches its new flagship model, the Galaxy S8, next year.
