You don't buy shares and short them. You're just borrowing the shares from the owners and selling them immediately.
The owners get a small fee for lending you the shares and you (hopefully) profit by later buying shares for less than you bought them.
Besides, the play for Deutsche is to go long. Fine negotiations, EU bailout, and plentiful credit mean their shares are way undervalued.
