Don't take that advice, don't learn anything about "coding" until you absolutely need to.

For static sites just use markup software (drag and drop type stuff).

If you for some reason are able to get a client which wants more than a basic static site outsource it, Russia and India are good because they work for pennies on the dollar but even within the country would be fine.

To get clients you're going to be doing cold calling, a lot of it (anywhere from 10-20 nos before you'll get a yes), there are good threads which come up pretty often about how to sell. The idea is hopefully these clients will eventually shill your services for you.

You can do that if
A) You have a marketable skill that can be performed remotely. Programming is the most common fully-remote position, and I'm doing that myself (albeit for a less-than-stellar income right now).

B) You're good at figuring out people and their needs. The most important part of securing a client is not showing off a gazillion qualifications, it's talking to them and convincing them that you understand their problem and can fix it.
