Should I major in finance or accounting?
I've been told that accounting is better if you're not a dumbass and can pass the CPA test, is this true?

Accounting is safer. Better choice if you're in an average or < school. Finance can be good. Do which you prefer. Get a perfect GPA and get good internships. You'll be fine either way.

Can't go wrong. A lot of interviewers will actually understand when you explain to them "It made the most fiscal sense for me to go to a cheaper university, rather than mire myself in debt."
Don't believe the shit about needing a top tier school to get high paying jobs.

Don't think for a second that you can breeze through the CPA. I know many 'smart' people with years of experience who still haven't passed. It's not just about intelligence, it's about dedication, sacrifice and mental stamina among many other things.
accounting if you want a good but tiring career
economics if you're happy to do masters/PhD or very quant heavy
finance if you think the wolf of wall street is real life

as I said, accounting or econ would be my recommendation as someone who has been there and done that - if you're set on working 60hrs a week on Wall Street youre better suited by Stats/Programming/Quant Mathematics and just read Investopedia shit to brush up on the actual Finance terminology
