I my approximation, no its not a functioning market. If it were, the EU would have already dissolved and 08 would have been a worldwide collapse.
Its like a forest. It grows to maturity and then it blows over or burns. Then young, vigorous trees take over.
If you do everything you can to save trees that are already dying from the inside out, the entire forest will slowly die and stagnate until the inevitable happens, and by that point the understory will have already been shaded out.
