As for the arms dealer (where he landed the best deals) he was using Efraim just as much as Efraim was using him. He wanted an in on the US money.
Overall, this guy was big time. Besides the $300m Armenian deal, Efraim borough him nothing significant.
The guy used more people than just Efraim too, but Efraim was apparently the best at it. He was relentless in cutting deals. It goes to show the value of hustle and finding a lucrative niche. Being smart probably doesn't hurt
