You need to threaten to have them arrested, call there boss (your boss will provide you with the number) and try to get debtor fired, and just generally harass the person.

It depends on the company. You are not the debt collector, you work for the debt collector. They can give you whatever % they want, including 0. Its up to whoever designed the pay system.
