For web-based bots that also allow for modifying files on the local PC, javascript is best, right?
I'm talking about "locally hosted" javascript, but this also allows modifying other websites.

Do you mean nodejs? Javascript by itself can'take modify files on disk.
Javascript (hosted on a website) is confined to the browser, and cannot access or modify local files at all. To do so, the user would need to download the javscript file and run locally with node

If you're running them on your own PC, language of choice shouldn't matter. One is not inherently better for modifying local files than another.

I assume you mean from a locally hosted site? This is where you are getting confused. Even locally hosted javascript is confined to the browser sandbox - it cannot access the local file system.
