I'm in a disagreement with someone and I need you guys to agree with me.
For web-based bots that also allow for modifying files on the local PC, javascript is best, right?
I'm talking about "locally hosted" javascript, but this also allows modifying other websites.
Or am I so fucking retarded that my act of breathing goes against all odds?

If you're running them on your own PC, language of choice shouldn't matter. One is not inherently better for modifying local files than another.

HTTP requests can be made in any langauge.

I assume you mean from a locally hosted site? This is where you are getting confused. Even locally hosted javascript is confined to the browser sandbox - it cannot access the local file system.
