Why doesn't the government just lease out the rights to all land and natural resources as opposed to collecting taxes? Sure, some banks might stand to lose a bit of money, but everyone else, including business, would be better off by not having to pay taxes.

Well, the idea would be to abolish private ownership of land altogether, so instead of making payments to the bank, your property payment would also simultaneously be your tax contribution. So you still pay the same amount as you did before for property, but now there aren't any other taxes that you still have to pay.
