What if I propped up a little skeleton "lending institution" and jumped through all the hoops to make it look legit and start playing with money that dosen't cost anything?

Banks get taxpayer backed money made out of thin air to charge the public interest on. When their investments aren't smart it's lolz because the taxpayer will just buy back those bad loans anyway.
