could be, but be VERY careful, they could sue you in the europearn NIC(?) if you aren't using it.
afaiu, you have to wait until they contact you, because if YOU do contact them, they may use that as a way to prove that you bought it only to sell it.
in any case, anyway, I'd ask some specialized forums for domain vendors (there are some big ones), because .eu NIC may have different rules, etc.
