I watched a mini documentary that explains it. Pretty much all the porn studios with money and hard nosed greasy fuck lawyers will go to sites like let's say pornhub and they give them a DMCA take down, they take them down almost instantly because they don't want to lose money plus they have working relationships with those companies. Smaller streaming websites get the same DMCA threat but ignore them trying to use the excuse that users upload them so it's the users who are responsible, some old Youtube/4chan shit. But the porn companies tell them they're hosting them so they're responsible. Here's where it gets interesting a lot of these sites beg the por companies not to take down clips because they draw revenue (clicks and ads) so a few of the porn companies cut a deal, if someone uploads a clip to their site, you give them a cut of the revenue, if they post a full dvd take it down. The porn companies with very little money don't have this bargaining power so all they can do is send DMCA threats which go ignored even on big name sites because who cares.
But porn is still a booming business because you have a bunch of guys who still by physical copies and buy digital/streaming because they feel like they're supporting their favorite porn sluts and their studios.

Big companies pay the permit fees and control the locations. They try to avoid fees wherever they can. The women get paid shit (they mostly escort on the side) and the men get paid worse than shit (but they mostly sell drugs on the side) and they crank out enough revenue per movie to keep it running profitably.
