if we pay the government taxes for government services (ie police department) and then we get a tax refund, how are those services effected?
Tax Refunds are basically for you over-paying your taxes or other credits based on your contribution to society which is accounted for.
For example spending $10,000k/yr on tuition or having 5 children gets you money back because you're contributing to the economy and society for a calculated amount

No i think you are misunderstanding.
A TAX REFUND is you receiving money back that you OVERPAID on your taxes. You certainly don't get it all back, or even a hefty portion in most cases.

Dear idiot. if the clerk at the checkout counter says you owe her five bucks. and you pull out a ten. She gives you five back. Same with tax refunds.
The liberals made it so the common man has his taxes disguised and taken automatically instead of paying themselves. What this means is the accountant at payroll for your job kind of guesses your taxes, and usually rounds up from there to make absolutely sure you're covered.
