Pawn shop. I've worked in one for a while and my boss is an idiot about overhead and advertising and the crap he thinks will sell and I think I can do it much better.
The cash is necessary. You don't want to have people walk in and not have enough money to buy their gold / jewelry/ shit, they'll just go someplace else.

Save up the money to start the business, borrowing is stupid and gives you unnecessary risk. If you can't save money then it means you also can't handle a company. Borrowing money is risky and makes bankruptcy more likely for no benefits at all.
