How do grey imports work? How do you import shit (in bulk) without paying tax? And then resell it?

You have to smuggle the stuff inside the country.
Aslong as that happens and you don't spend a huge amount of money then you're fine

A widget is sold by Widget Co. both country A and country B. In country A, it is sold for X monies. In country B, it is sold for X+10 monies. If you import the widget from country A and sell it in country B for only X+3 monies, that would be a grey market.

Just ask the exporter to put the price lower than it's worth. For example say you're importing a knife ask the exporter to put the value of the knife as just the material costs. That way you'll only pay a very low percentage of the actual items worth.
Grey market imports don't infer or imply tax evasion. In most cases it is simply currency arbitrage or selling/importing into a country with an artificially high price structure. One of the more recent examples of this would be the Bmw X5 3.5 Liter buy in US for $60000 + and export to China and beat dealers price of $150000 +. This got a number of grey market importers in huge legal troubles when their operations were seized by the Secret Service.
No laws were broken as far as anybody can tell, but Bmw and all major global corps have huge $$ to throw at govt officials and they will tie you up in the legal system until you are broken and spent.
Another example is the currency play on automobiles between US and Canada. That is a huge grey market.
