Why do banks have opening hours that make even small town Italian tobacconists feel like they work too hard?

Most things that make retail banks money are things that you really need. So if you really need them you will work around your schedule to accomodate theirs. This reduces money draining servicing that can be done at ATMs or online.
Also it's a bank, they don't give a fuck about how you feel about their hours.
Develop a business relationship with a (non-entry-level) bank employee and you can call them on their cell phone at 8 PM and get a loan. My dad wanted to buy a truck from a guy off craigslist a while back and his night shift schedule forced him to meet the guy and look at the truck at 8 PM. He called his banker at 7 on the way to see the truck and his banker said "Write a check for however much the truck is and we'll make sure it goes through and we'll get you a lower interest rate than what anyone else will give you."
I'm still convinced my Dad sucks the banker's dick or something.

A bank would rather undercut the competition than lose a "sale".
