Hi I'm a dravidian Indian living in the USA. What they're doing is a ritual called "mannu soru" which literally means mud/floor rice. It's usually done to protest or to wish good health to someone.

For example, one of the politicians of the state got sick a few months ago and they held mannu soru rituals around the state for her to get better.

Went to Sri Lanka for refuge in Theravada Buddhism. They don't poo in the streets but not too overly hygienic but suffices. for the rural areas they are way better than India but in Kandy or Colombo it is very clean and dry.
