Everybody's opinion on what constitutes official manlet status varies.

Which means we need to set an average, or a baseline. So Manlet Status would be anything below 5"10. Should they be euthanized? No they just need to find ways to compensate for the lost height. An attractive man at 5"9 who is in shape, has more money, is more successful, will be seen as more attractive then a tall lanky guy who doesn't take care of himself. Otherwise, why is Justin Bieber who is below 5"9 so sought after by women?
