No. You can only make two of the same weapons full auto or burst at the same time and possess them. If you have two full auto m4's, you can make no more of the m4 type. But you can still convert two ak types. And after that, you can make two flocks full auto. Any order or no order. But you are limited to possession of only two per type of weapon.
