I can understand this line of thinking, because I believe overpopulation to be a real problem in the very near future. But deciding who gets to breed and who doesn't is not the way to go. If we're going to implement anything along those lines it would need to be universally opressive, like with the limited children per family. You don't need a license or pass a skin color test.
