On literally every other metric. Education, health, economics, civics, enterprise and others. The Air Force is kinda having an identity crisis these days in modern warfare, especially finding their place in the war on terrorism. The era of strategic bombing is a cold war idea that's a bit outdated.

The Air Force requires runways that aren't always available, and the costs associated with constantly flying refueling planes like the KC-130 are VERY expensive. The ability of the Air Force to project power is definitely less than that of the Navy which has floating runways on aircraft carriers.

With the exception of the Parajumper Rescue Teams, the Air Force really has no "elite" forces like Army Rangers, Marine Recon, and Navy SEALs.

What the Air Force does have going for them however is cyber security which they're rather good at.

The Air Force maintains missile silos as well but almost every other nuclear power knows exactly where those silos are located and probably already have their own missiles targeted at those locations. The Navy would probably be more reliable in that aspect with their nuclear missile submarines that can fire from secret locations.

In summary, the Air Force is having a hard time finding their place in the post-cold war world.

If we really only take guided against stealth, witch is the worst one, you still can let a secondary system let them tracl the detected plane. They painted their tanks and planes with custom mods, ie bombs for dropped bombs and skulls for confirmed kills. We laughed so hard. Expecially since it helps the enemy to identify vehicles and jets.
