It's not the cheap labor that drives manufacturers away, it's the cost of materials. China is already the manufacturing capital of the world because they already have all of the materials needed. The US stagnated on this and now to import said materials would cost more than what the materials are worth. Most of the labor is automated and is just someone making sure everything is going smoothly.
What's funny is, Trump's logic to bring jobs back is tax the companies outsourcing when really if they remove the tax on importing materials most that could afford it would come back. In fact, Trump's outsource tax was still calculated to be less than the material import tax. If anything, companies are just going to pass on the tax to the buyers.
