Only Congress has the power to declare war. It's in the Constitution. But they haven't declared a war since 1941. During the Vietnam War, they abrogated some of their authority to the president by the War Powers Act. That gives him temporary authorization to send troops into battle but it does not give him the wherewithal to pay those troops.

Personally, I don't really care, even as an American. People talk big as if Trump is going to change the face of the Western world, for better or for worse, but really it's not like much has changed.

Granted, I'm still young compared to those who've hung around long enough to remember more than two or three presidencies, but still. I guess if I can give Trump anything, he exudes with confidence in himself and the changes he can bring. Really though, so far Trump just reminds me more and more of Ronald Reagan, but given enough time, anyone can draw parallels between two people without any real correlation.
